Internet Explorer XP moving favorite folders random placement

I use Windows XP software and have always had trouble positioning my “Favorite Folders” in alphabetical order. When I move the folder up from the bottom after saving it sometimes merges into another folder in the list. How can I move it up and prevent it from moving into a nearby folder?
