Internt options not available in control panel

After uninstalling IE8 from my machine now I find that the Internet Options in the control panel has been disabled. Have tried to run virus and spyware sofrtware but has not cured the problem. Any suggestions as to how I can gain back control of Internt Options from the Control Panel

I run windows XPprofessional.
