IP addresses and licencing

My previous question was cut short because of space so I will ask some futher pointers here.

Is there any tool to be downloaded ore bought that can assist in resolving IP addresses? Is there any suggested IP ranges, class A ore B to use when setting up a local LAN? Are there any licensing regulations to connect computers to a local LAN printer?

Does any body know witch driver to use in WIN 2000 that will work with a Xerox XJ6 desk jet printer?.
