Is it Possible to assign categories to documents like in Frontpage 2003

I use Web Expression 3 instead of frontpage 2003 and it is no longer possible to assign categories like in the report/workflow.

Is there any other programm where i can easily assign such categories?

With doc files you can edit them by right click on the file, but I also have pdf and xls.

Please help me
