Is Root Certification Needed to deploy J2ME SMS app midlet in PHONES?

I am have created an application in wireless toolkit and it runs well in its emulator. The application is a SMS application. The phone has the latest APIs but it cannot run when installed. Do i need the certification in order to access APIs?
