Is there an Email Service that schedule batches in 10-15 sec frequency?

Is there an email service that will schedule sends in 15 second intervals?

We have a time challenge where emails will be accepted on a first-come first-served basis. We believe there is an open window with a maximum of 15-30 seconds for emails to be received and time stamped. Is there a company or service available that can schedule a batch of emails to be sent every 10 or 15 seconds, over a period of 5 or 10 minutes?
