IT Staffing Formula

What is a realistic ratio of IT personnel to company Staff? We are in the TV and Radio business and currently we have about 3 IT people to 400 personnel and run a 24×7 mission critical operation. Are there published articles anyone has come across that would support the argument of increasing IT resources?
