Javascript visible in Netscape and Firefox

I’m trying to keep my pages in the frames they’re intended to be in, and actually load the page required in the internal frame in the other frames when someone tries to access it by itself. It works just fine in Safari. But in Netscape and Firefox, the code shows up at the top of the page!

I’ve checked syntax, but don’t see anything wrong. What am I doing wrong, and how can I fix it?
