Junk Email Filter is Filtering Good Email

My new computer came with XP and Outlook 2003. My good email continues to go to my Junk Email folder though I have marked the email previously as safe sender and mark as NOT JUNK MAIL and safe domain. It continues to happen and does not seem to make any difference. I have also changed my filter options to No Automatic Filtering, checked to see if the email is marked correctly in my Safe Senders (it is) and Safe Recipients (it is)and the mail continues to be placed in my junk email box. I am going crazy with this now … missing important mail… Has anyone had this problem and resolved it successfully?
