Lan connection

On an old Toshiba laptop, there are a few things I need to access still, but I don’t realize I need them, until I need them.

It has a side-toggle switch on the front that is the lan connection. It’s not working so I can’t go on-line. What does this mean? How can I fix it?

Finally, what the **** is wrong with Windows 10? (Besides everything!) How can I get that fixed?
