Language

I purchased a used laptop recently on which the Windows OS 8.1 was in French. Most of OS has been changed to English but there are still parts, such as the entries in Groups under Local Users and Groups (Local) and in the registry, which are still in French. Is there any program which will automatically translate everything into English?
