Laptop Dialup Networking

What would stop a Win98 dialup laptop connection from returning a ping, tracert, or allowing Outlook Web Access (OWA)
Given Known Facts:
1. Firewall is not blocking
2. Same laptop connects to other sites,
allows OWA, pingand tracert.
3. Other laptops w/ same configuration
can ping, tracert, are allowed OWA
