Limit user to use only allow application

I need to restrict my user to only launch certain application. Basically only calc, word,excel and power point.

Not allow change wall paper .
Now allow to right click on desktop.
What they can do is just launch the program in the allow list.

When login using administrator all other thing can be launch.
