Localization ‘i18n’ of a website.

I’m currently reviewing the possiblities of localizing our website. The site needs to be reengineered for a German audience.

Does anyone have any general tips, URL’s help etc.
I know Jakarta have a taglib. But would I be better off just producing a secong version of the site that is in German?
