Locking a Win95 workstation Clock

I know there are utilities that will allow you to sync workstation clocks to an NT Server, but is there a way to disable the clock so that the user cannot adjust it. We are going to a timeclock that punches in from the PC. If someone knows how to change their clock, they can alter their punch in time.
