Log-Off

When I log-off the Admin account and into any other account on this machine the desktop wallpaper appears, the cursor appears, and just when everthing else should appear (icons, systray) the cursor disappears and then…nothing; just the wallpaper. Any idea’s please let me know. This is driving me nuts!
