Loss of Memory

I have a couple of computers running WIN98 SE that constantly “lose” memory. As you open and close programs the memory is not released and eventually the computer freezes or has to be re-booted because it has gotten too slow. It is an AMD 1.3G processor and the new motherboard. Any suggestions to improve performance?
