macOS High sierra, is dead

Hello every expert here.
I am facing the challenge by which my mac system opens with a prohibitory sign.
When i was restoring the system from time machine , a kid rushed in and clicked stop, the process was stopped in the way which means that I can not reinstall from time machine or by reinstalling by upgrading after CMD+R,.I have tried many alternatives such as (CMD+OPTION+R+P+ power on, SHIFT+ Power on, Option+power on, with no success).The only one i have not tried is using USB Drive OS system for mac
Will that work, how do i go through the process ?
