magic jack device for corporate office

Our network has firewall fortigate 300 and all the workstations are behind the firewall , one of upper management head have got magic jack from USA and wants IT dept to configure for his system , this official wants to make calls from india to USA.

1. This device requires UDP ports from 10000 – 65535 is it recommended to open these ports as iam little afraid.

2. Is this device valid/legal to use in india.
