Mail clients cannot see ISP pop server t

Some of the mail clients on my network cannot access their personal mail from their ISP when connected to the network. They still have to dial-out. I am running Proxy Server 2.0 on NT 4.0 with the default WinSock settings. We have an ISDN connection.
