Max 98 ram SE

I need to run windows 98 on 16 gb ram, that ram limit trick didnt work, and i have 3 sticks of ram in my pc, if there was only 1 then that would be 4gb ram, but im not taking out ram, im not risking that, This is on my 2012 PC (i made this post on my Laptop running win10)
