Menu’s on Start Bar

We have found that the users like to have a menu on the start bar for our in house application. We have done this by the standard procedure of right clicking the task bar and then selecting tool bars and then new and pointing it at the folder we want to create a menu for.

The question is this, as of yet I have not found where that is stored. How can I automate this task. Is there something that I can add to the Group Policy? Instead of hitting every single desktop it would be nice to just push it out.
