Migrating User IDs

We have a member server in our domain that is running our IIS site. We have local user accounts that we need to move over to a new machine that will be replacing the current server. The servers are completely different in hardware and configuration so we don’t want to use tape backups, we just need the user accounts. Since the servers are member servers and not BDCs they don’t replicate the user database. Is there an easy way to transfer these user accounts over without recreating each one of them.
