Migration to new user on domain

We are adding a new user to a domain who will be taking the place of an old employee who is moving. What is the best way to migrate all of the old employee’s data on the domain (and local computer) so that all of the old user’s files will be accessible to the new user (emails, word docs, excel files, etc.)?
