missing key in regedt32 root registry

Receiced error message “This file does not have a program associated with it for performing this action. Create an association in the Folder Options control panel.” when clicking any of the shortcuts on desktop to start program.

In safe mode, logon with admin acct/pw and checked using regedt32 found out that administrators keys were removed from Hkey/classes/Root:security/permissions.

Would appreciate advice on how to resolve this situation.
