Missing Shortcuts

I have a PC that has lost all the shortcuts in the Start Menu. All folders are there, but every shortcut is gone.

Anyone seen this? Anyone know what might cause it? Anyone know how to fix it? (Without manually creating every shortcut for every application and tool on the PC)
