Modem and Dos

ok, for the longest time, I have been trying to figure out how to get a PCI modem to work in MS-DOS. now I am assuming I am missing something obvious. I tried writing a program in visual basic to read the modem and all I got was FATAL ERRORS (0E). Itried loading device drivers specifically for uarts and I loaded the modem driver. I still cant run it in dos. I tried turbocom VIP. It doesnt work either. What programming language can ACTUALLY read PCI modems? or how do I make a program that does it. I can use Visual Basic and Quick Basic (for dos). or Where can I get a driver that can make the PCI modem work in DOS? I need help!
