Mouse in DOS under Win2K

When running a DOS based program under Win2K the mouse does not respond. It can be used to highlight a portion of the screen (the Enter key then sends the highlighted portion to the clipboard). Is there a way to configure Win2K to allow the mouse to work like a real mouse when running DOS applications?
