MP3 file programming SDK available?

I want to write my own MP3 tag editor. I’ve looked around the net quite a bit and I can’t find anything about the structure of an MP3 file. I think there must be a development kit available (C/C++/VB or any language) for audio file creation and updating.

Can anyone clue me in? Thanks.
