MS Access can’t start because…

I have a small dilemma. I have two users that currently run office 2000. A program was installed over the network recently that required access 97.

On one users machine the office 2000 was uninstalled and office 97 was installed. However, when trying to start access this message pops up and then kicks me out:

“Microsoft Access can’t start because their is no license for it on this machine.”

I have removed and added access again and the message reappeared. What could be causing this problem and how can I fix it??
