MS Access Help Desk Database having issues on Windows 7

I downloaded the MS Access Help Desk Database and am trying to run this on a Windows 7 with Access 2010 or 2013. The first error I get is “missing or broken reference to file ‘Cong.EXE’ version 1.1”. Followed by a similar error for ‘MSOWC.DLL’ version 1.1

Is this a 32 vs 64 bit error that I am getting?
