MS ActiveSync 3.7.1

I recently did a restore on my laptop and am reinstalling some programs. However, when I go to reinstall Microsoft ActiveSync, it extracts the files, but then does nothing. It doesn’t proceed to the next step, to the installation wizard. I’ve tried downloading a new version, or using an old version, but it doesn’t matter which I use. It does the same thing. I tried searching for the files that it extracts, but I can’t seem to find them either. Did it just extract them to the memory? Why won’t this install?
