MS Share Point Services Unavailable

When logging onto Sharepoint Services users get the following message: Service Unavailable.

I can see the tables in the desktop sql database but am unable to open them.

Went the the Microsoft Tech on-line trouble shooting and followed the procedures without success.

Is there a way to export the data from the mdf tables?
