MS Word 2003 or 2000

How to stop the blue toolbar from turning gray which locks the document…

As the user types for a minute the blue bar will turn gray which will lock the document while they are typing.. the user has to literary point to the gray bar to turn it blue again which activates it…

Can anyone tell me what to do to stop this from happening… FYI it just started
