Msgsrv32 IPF in Kernel32.dll

I am having a problem with a installation of Win 98 SE over an existing install.

At the point of setting up hardware and detecting devices I get a Illegal Operation which consists of “MSGSRV32 caused a invalid page fault in Kernel32.dll at 0617:bff7d39e”. This is a fairly new machine being a PIII 500 with 128Mb and ATI All in Wonder Pro video. Formatting is a last resort.
