Multiple Network Connections During Shut

When users of our network shut down their Windows 98 computer they get a message that there are 1 to 40+ users connected to their machine even though they have nothing shared. I used net watcher to see which machines are connected and they are NT workstations and servers connecting to IPC$. If I check the event log for these NT computers they have the following: “The redirector has timed out a request to \\computer name” \\computer name = one of the 98 machines. Our network uses DHCP, WINS, TCP/IP, and NetBEUI.
I would like to stop these multiple unwanted connections if possible. Thanks for any help or advice you can give me.
