Multiple services will not start

I have a W2000 SP4 PC that will not install a printer. After looking further, several services are not starting including RPC. When I attempt to start services I get the message “Error 1077: No attempts to start the service have been made since the last boot”
My antivirus has stopped running and I can’t re-install because the installer service is unavailable.
