My computer won’t run EXE files….HELP

My computer will not open or run .exe files. I believe I have some type of malware that is causing this. My norton is not picking up the problem. I have tried to download various types of registry cleaners and open them in safe mode and it still won’t open them. When I go to open a program it gives me the prompt to “select the program to open the file”. If anyone has any help I would greatly appreciate it.
