my Dell notebook 10in stops loading XP Pro with WDFLDR.sys then the blue

I tried to fix windows by using the install disk, It apparently doesn’t recognize the hard drive. It also stops when I tried to use the safe mode. How can I retrieve or revive my operating system? Is there a bootable cd with utilities to rebuild the boot
