My XP Pro SP3 Machine won’t allow Administrators to see User Accounts

Ok here is a Doozy, I sure hope there is someone out there sharp enough to find the answer to this one…besides that problem that is the small of it…I have disabled ICS services and HOW I did it I cannot go back into and edit it, the screens are GONE now. It happened in the System properties dialogue boxes that I cannot get to appear anymore, I somehow disabled connection sharing even for this computer so MS Sec. Essentials won’t run, also RPC service won’t run even though it is set auto or manual, etc. Somehow I have disabled the ability of Administrators completely, not to mention sound, clipboard, firewall, windows installer. I have tried everything I have found on google not to mention Microsoft help. MSFIXit won’t run because installer isn’t working, it fails because the cryptographic service isn’t running either, there is either a group of services disabled that have dependencies or one major service and I cannot ‘see’ the screens I need to to change them and I can’t seem to find what I need. This is last resort before I order a new OS and reinstall, please help!
