One of our users called up stating that when they receive an e-mail in exchange, the attachment arrives with the extension .jpeg attached to the existing extension.

Jazztoad.jpg.jpeg
We can open the file by deleting the .jpeg appendage and renaming the file.
The user is on a Windows 95/98 machine and the files are associated to Microsoft photo editor.
To test a theory, I send a .jpg that I knew was associated correctly to someone else (not the originator of the issue). They received the attachment without any appendages. This person then sent the same attachment back to me and the .jpeg appendage appeared, completely independent of the original user.
When I double clicked on the attachment (with both extensions still attached i.e. jazztoad.jpg.jpeg) the file opened without incident. My default association however is set for IE 5.0, not Photo Editor.
Any ideas what is causing the Mysterious appendage?
