NCPA.CPL Does Not Function

I am running WIN XP PRO with SP2 installed. At some point the ncpa.cpl, control panel for view network connections, does not work. Can not access it from the “run” command, nor from “Show all Devices” in “Connect to Menu” nor by right clicking on “My Network Places” and selecting properties. All the other Control Panel elements work.
