Need Help with Excel Nested IF/AND Statements

I am using Excel for Trainng Registers, but having problems getting the right formula in excel. I have 2 drop downs, 1 for Training Type and 1 for State. Each gives me a Number depending on the selection of each and I want a cell to give me the right pricing by the #’s of both selections. This is what I have and obvisouly not working. Any help would be greatly appreicated.
