Need more control of paging with XML/XSL

In a large project I am part of we use XML/XSL to format data to appear on IE 5.5, this works fine, but the client wants us to provide repeating headers so that when the report is printed each page has a new header. We have made some progress counting lines etc, but to be safe end up often wasting space, and sometimes go over the page by one or two lines. Does anyone have any experience in this area?
