Need to install Openssl 0.9.8 receiving errors

Attempting to download OpenSSL 0.9.8 on ms XP at command prompt .I enter >req -new – newkey rsa:1024 -nodes -keyout mykey.pem -out myreq.pem at command prompt reply is unable to start config file.
