Network card problem (strange)

I have a 3com 905b-tx card. I have all the properties set up correctly. Im using Win98. If I restart the computer, It loses its IRQ setting. If I restart again, it regains it. If I power down and turn back on, it’s fine. So, in other words, I have to restart twice or power down and back up in order for my NIC to work. Ive tried different NIC’s, different slots (PCI and ISA). Tried diff ram as well. Re-installed Win98 too. I don’t have this problem on NT though. Anyone know what the deal is here?
