Network Neighborhood: why is it so incon

So I’ve been using windows for years now in offices with a LAN. Why are network neighborhood, find computer, and install printers (browse the network feature)all out of synch? Plus they’re all inconsistant. Sometimes people that ARE logged in disappear from your list… Can anybody explain this?
