networking in Win XP

Is there something in Windows XP Pro about Permissions relating to Incoming Connections?
If you look in The Help and Support Centre and search for Permissions, it gives:
‘To grant incoming connection access rights to your computer, open Network Connections.
Click Incoming Connections, and then, under Network Tasks, click Change settings of this connection’
There is no such thing on my PC as ‘Incoming Connections’
