New Modem In NT Server 4.0

Being relatively new to NT, I am not sure how to get out of this. I added a new 56K Zoom modem, downloaded the drivers and added the modem successfully. When I try to open modems from the Control Panel it tells me, “There is not enough memory, please close some programs and try again”.
On a fresh reboot logged in as Administrator, I still get the same message.
I did this last night, gave up and went to bed. So it may be something easy and I have not gotten to it yet.
Any help will be appreciated.
