No keyboard on Windows XP start. Mouse ok

I reinstalled XP Pro on a Dell 745 computer. At the login screen I have no USB keyboard support. I can RDP to the computer and login, then keyboard drivers are loaded, but on reboot, the same problem occurs. I have enabled USB keyboard in the bios. How can I put USB drivers in the intial install?
